Police Raid Separates Triple Killer from Foster Children in Sydney

Heavily armed police raided a western Sydney home, separating a notorious triple killer from two foster children aged 12 and 14 under the care of an elderly woman.

Details of the Incident

Regina Arthurell, formerly Reginald Arthurell, who transitioned in 2020, moved into the residence about a year after an extended supervision order expired in December 2024. Authorities did not renew the order for the individual, now in their late 70s.

Arthurell met the elderly carer at Westmead Hospital and received an invitation to stay. The arrangement drew immediate public concern, prompting swift police action.

Criminal Background

Arthurell served 24 years in prison for bludgeoning fiancée Venet Mulhall to death in 1996 while on parole. Prior convictions include killing a stepfather with a carving knife in the 1970s and a teenage sailor in the 1980s.

Family Raises Alarms

The carer’s daughter grew worried about her mother’s and the children’s safety. She alerted authorities, expressing fears that Arthurell might influence her mother to surrender superannuation funds.

“I don’t know what Reginald has disclosed, I don’t know what balances and checks have been done in regards to NSW authorities allowing this person to reside with my mother,” the daughter stated. “If this person is supposed to be under community correction orders where they’re supposed to be supervised within the community, what are the details of those orders and who is making sure those orders are being followed?”

Paul Quinn, brother of victim Venet Mulhall, criticized the situation. “He was released in secrecy and the whole system has failed,” Quinn said. “It’s history repeating itself, the story that I heard is the same story he told my sister. He’s targeted vulnerable women his whole life.”

Quinn called it a “failure of the judicial system,” arguing that “a serial killer should be given an automatic life sentence with no chance of release.”

Prior Controversies

Five years ago, Arthurell faced eviction from a Yagoona retirement home after residents discovered their identity. Canterbury Bankstown Mayor Khal Asfour declared, “Not welcome in my city,” labeling the killer a “grub.”

In January 2022, police arrested Arthurell on allegations of sexually touching a 55-year-old man.

Official Statements

A NSW Police spokesperson noted that the living situation does not fall under police jurisdiction. A spokesperson for NSW Attorney General Michael Daley confirmed no extended supervision order remains in place.

“All decisions in relation to extended supervision orders are made after thorough consideration of risk assessments and all other relevant information, and with the primary object of the Act, which is the safety and protection of the community, in mind,” the spokesperson said. “Any concerns regarding allegations of financial abuse, or other concerns relating to the safety of other individuals, should be reported to the NSW Police Force.”
