Residents Allege Noise, Crime Plague North London Street

A once-typical north London high street is reportedly being transformed by a wave of establishments with opaque operations, leading to significant distress for local residents. The affected stretch of Green Lanes, particularly as it approaches Wood Green, has seen a noticeable shift in its commercial landscape. Instead of familiar shops and eateries, visitors encounter premises with bright, often garish signage juxtaposed with darkened windows. Groups of men are frequently observed congregating outside these venues from early morning until late at night, some consuming beverages at plastic tables, others simply lingering on the pavement.

Within a half-mile radius, a cluster of establishments, variously described as cafes, lounges, or bars, are reportedly operating around the clock. Crucially, these venues appear to attract little patronage from the local community, and online reviews are scarce, fueling suspicion among residents. Questions are being raised about ownership, operational legitimacy, and the apparent need for secrecy surrounding these businesses.

Concerns Mount Over Regulatory Breaches and Criminal Links

An examination of official records indicates a pattern of disregard for licensing, planning, and food standards regulations across several of these venues. Furthermore, concerning connections have been drawn between some establishments and serious criminal activities, including drug dealing and even homicide. Meanwhile, residents living near these premises are lodging complaints about incessant noise and anti-social behaviour, with local authorities seemingly struggling to implement effective solutions.

One particular venue, operating under the name Avenue Club 2, has drawn significant attention. Its exterior is characterised by intense white neon and red strip lighting. Social media images depict an interior with a flamboyant aesthetic, featuring disco balls and decorative leopard heads. This establishment is licensed to open from 9 am daily, with closing times varying between 11 pm and 2:30 am. An attempt last year to extend these hours further, to remain open until 4 am, was reportedly rejected by councillors who noted the venue was already operating beyond its permitted hours.

The Metropolitan Police had reportedly voiced strong opposition to the extended hours, citing concerns about alcohol-related crime and suspected cannabis use. Residents also submitted numerous complaints detailing disturbances, including shouting, fights, and noise extending into the early morning. Objections filed during the proceedings described patrons as potentially dangerous and involved in criminal activity, with one resident stating that revellers would “drink and urinate on the street.” The owner of Avenue Club 2 was reportedly criticised for a perceived lack of awareness regarding the proximity of 139 residential properties, many housing families with young children.

Planning Violations and Business Turnover Raise Red Flags

It is understood that the premises now housing Avenue Club 2 was previously a sit-down restaurant. Reports indicate it was converted into a nightclub without the necessary planning permission. Enfield Council has reportedly initiated an enforcement case concerning this matter, yet the venue continues to operate. Residents describe ongoing misery due to the disturbances.

A recurring theme observed across several examined venues is the rapid succession of companies associated with each location. For instance, the premises adjacent to Avenue Club 2, located at 6 Green Lanes, has reportedly been home to seven different companies since 2017. It currently operates as Konak Lounge but was previously known as Kuq E Zi, a name referencing the Albanian flag. The venue’s license was reportedly revoked following a fatal stabbing outside in July 2023.

This pattern of rapid company turnover is also evident elsewhere. At 336 High Road, the premises now known as 2a Cafe and Pool, thirteen distinct companies have been linked to the site over a fourteen-year period. Campaigners suggest this constant dissolution and re-establishment of businesses makes regulatory enforcement challenging, enabling operators to disassociate from past complaints or actions taken against them.

Enforcement Challenges and Community Impact

Analysis of police and council records reveals repeated licensing breaches at multiple venues. One business at 336 High Road was reportedly the subject of a police raid in February 2025 in connection with drug-related inquiries, where illegal gambling operations were allegedly discovered. At a previous establishment on the site now occupied by Konak Lounge, local residents reportedly witnessed frequent fights and disturbances, with one incident allegedly resulting in significant spillage of blood on the pavement.

Objections submitted by residents regarding alcohol license applications for these bars consistently cited fears of crime, public disorder, and harassment of female pedestrians by perceived ‘leering’ individuals. In some instances, license applications were reportedly approved after management agreed to reduced operating hours, only to allegedly continue operating beyond those limits.

Another venue, Albboss, identified by a sign featuring an Albanian eagle, has reportedly been serving food without being registered as a food business. Haringey Council is reportedly aware of this situation but has yet to take action.

Concerns about these developments extend beyond the immediate locality. A recent Trading Standards report indicated that up to half of outlets in certain areas may be linked to organised crime, including activities such as drug dealing and money laundering. Bambos Charalambous, the Labour MP for Southgate and Wood Green, stated that residents have repeatedly voiced concerns about the potential use of some local venues for criminal purposes. “There has been a proliferation of cafes and other shops on the high street and there is a suspicion among local residents that some of them are just fronts,” he commented. “There are a lot of different agencies involved, while police need evidence and it can be frustrating when that isn’t available.”

Mr. Charalambous also highlighted concerns regarding the immigration status of some workers and the potential for labour exploitation, suggesting these are matters requiring investigation by authorities. A contributing factor to the difficulties faced by authorities appears to be limited enforcement capacity, with a small number of council Trading Standards and licensing officers managing thousands of businesses.

The MP has reportedly presented a petition to Parliament advocating for enhanced powers and increased resources for Trading Standards officers and specialist financial investigators. “I would also like to see more specialist financial investigators and more communication between agencies,” he added.

A single licensing consultant seems to hold a significant role in representing local Albanian-run bars in their licensing appeals. Attempts to contact this business for comment have reportedly been unsuccessful.

Councillor Elisa Morreale, a cabinet member for Enfield Council, stated that the authority “takes anti-social behaviour and breaches of licensing conditions extremely seriously” and pledged to take “robust action” against those found to be in violation. The Metropolitan Police acknowledged the “significant impact organised criminality has on communities” and affirmed they are “tackling it head-on in the Green Lanes area,” citing increased patrols and varying licensing conditions at venues. Haringey Council was also contacted for comment.
