Minister Proposes Cross-Party Deal on Defence Spending
Kemi Badenoch has extended an offer to any Labour leader, proposing Conservative parliamentary support for welfare cuts aimed at bolstering the nation’s defence budget. Badenoch stated her willingness to collaborate ‘in the national interest’ with whichever Labour figure assumes leadership, be it Keir Starmer or Andy Burnham, to increase military investment by reducing the country’s escalating benefits expenditure.
This proposition comes amid criticism of the government’s delayed Defence Investment Plan (DIP), which has faced setbacks due to internal funding disagreements. John Healey resigned as defence secretary last week, citing concerns over Sir Keir’s perceived inability to secure the necessary billions for the DIP, while Chancellor Rachel Reeves was reportedly unwilling to commit the funds.
Badenoch asserted that Sir Keir should step down if he cannot guarantee the long-awaited DIP will effectively ‘protect our national security’. She declared, “My party is prepared to work with any Labour leader in the national interest to cut the benefits bill to pay for defence. I have extended this offer of collaboration repeatedly for over a year, recognizing the urgent need. Some matters transcend party politics, and if the Prime Minister will not accept my offer, I extend the same proposal today to Andy Burnham.”
Labour’s Internal Challenges and Badenoch’s Proposal
The government previously attempted to tighten welfare rules to limit benefit access, but Sir Keir was compelled to abandon these changes following significant opposition from within the Labour party. Speaking at a press conference in London, Badenoch highlighted that the challenges extend beyond Labour’s leadership, pointing to the party’s backbenchers. She noted that Labour MPs frequently advocate for increased taxes to fund higher benefit payouts, suggesting that a change in leadership alone would not resolve this issue.
“That is why I am offering 115 Conservative votes in Parliament to support welfare reforms, and 116 if you include my own vote,” she stated. Badenoch, however, clarified that she would not support the abolition of the triple lock on state pensions as a means to increase defence spending. She emphasized that the focus should be on reducing the welfare bill through employment initiatives rather than reallocating funds.
Badenoch’s Three-Test Framework for Defence Investment
Badenoch outlined three critical tests for the DIP to ensure it adequately protects national security. The first test mandates that Britain increase defence spending to 3% of GDP by 2030. She added, “At a minimum, the funding must deliver the additional £28 billion over four years requested by the Chief of Defence Staff.”
The second test concerns ‘readiness’, ensuring that spending is not deferred to future parliamentary terms. The third test focuses on ‘capability’, requiring the plan to be transformative and equip the armed forces to address future threats with advanced technology, including drones and counter-drone systems, alongside traditional equipment.
Badenoch concluded, “If the Prime Minister is unable to provide the leadership within his Cabinet to deliver a defence investment plan that meets these three tests, he should resign now and make way for a leader who can.”
Political Landscape and Potential Leadership Challenges
Andy Burnham, the Mayor of Greater Manchester, is reportedly preparing to challenge Sir Keir for leadership if he wins the Makerfield by-election. Recent polling suggests Burnham is on track to secure victory in Makerfield, which would enable his return to the House of Commons and facilitate a leadership bid. Allies of Burnham were previously thought to favour a delayed challenge, but the recent developments in defence spending and ministerial resignations are said to have accelerated their plans.
Sources indicate a growing sentiment among Burnham’s supporters to launch a challenge as soon as possible, potentially even on by-election night. The resignation of John Healey and Al Carns from their defence roles has reportedly caused significant shock and shifted the strategic approach for a potential leadership contest.
Dan Jarvis, who succeeded Healey as defence secretary, has pledged to secure the necessary funding for the armed forces amidst the ongoing Whitehall dispute over the DIP. Downing Street has confirmed that the DIP is being finalized and will be published shortly. However, it is anticipated that Jarvis will not receive additional funding beyond the £13.5 billion previously offered, with some of that amount questioned as ‘Treasury trickery’.
Sir Keir has cautioned Burnham and other potential challengers against the ‘chaos’ of a leadership contest, vowing to contest any challenge to his leadership. Meanwhile, Burnham faces stiff competition in the Makerfield by-election from Reform UK. Polling data suggests a tight race, with Reform UK’s vote share potentially being impacted by the presence of Restore Britain, a rival party.
