A state-of-the-art school building, constructed at a significant cost, is slated for demolition before any students have had the chance to attend classes within its main structure. The Department for Education (DfE) has confirmed that Matford Brook Academy, located near Exeter, England, will have its partially completed main building torn down and rebuilt due to insurmountable structural and compliance issues. This decision marks the latest development in a prolonged and costly construction saga.

Matford Brook Academy’s Troubled Construction

Matford Brook Academy, designed to serve as an all-through school, officially opened its doors in 2023. However, the main building has remained unoccupied since its inception. Investigations revealed significant structural problems, including issues with the foundations and a reported absence of critical structural bolts, rendering the building unsafe and non-compliant with required standards. These defects were identified after construction had progressed substantially, leading to a complex and expensive remediation challenge.

The initial contractor, ISG, collapsed in 2024, further exacerbating delays and complications. Following extensive investigative work by contractor Kier, appointed earlier this year to assess the situation, a stark conclusion was reached: the existing structure could not be rectified to meet necessary building standards. Consequently, the DfE has opted for a complete demolition and rebuild, a decision that underscores the severity of the initial construction failures.

Continued Use of Temporary Facilities

As a result of the building’s irreparable state, pupils attending Matford Brook Academy will continue their education in temporary, modular buildings. This arrangement is expected to persist until at least 2028, pushing back the timeline for students to occupy a permanent, purpose-built facility. The school has assured parents and the community that these temporary accommodations are of a high standard and that day-to-day education will remain unaffected for current and future students, including those due to join in September.

The school’s statement acknowledged the disappointment this news might bring but emphasized that it provides a clear path forward. “Although this is not the news we had hoped for, and we understand that you may be disappointed, it does provide a clear way forward for our community,” a school spokesperson stated. “Whilst there is still much detail to understand, we’re pleased to now have a path forward towards our next chapter, and which results in the best school possible.”

Government Commitment to Rebuilding

The Department for Education has reiterated its commitment to delivering a high-quality, modern school building for the Matford Brook Academy community. Officials are actively planning the next stages of the project, which include the selection of a new, reputable contractor with a proven track record in delivering complex educational infrastructure. The DfE stated that it will work closely with the Ted Wragg Trust, the multi-academy trust overseeing the school, and the school itself to minimize disruption throughout the rebuilding process.

A review conducted by the DfE identified “several significant structural and compliance issues that would require extensive dismantling and redesign.” The department concluded that replacing the partially completed structure was the “most practical and reliable way forward.” Further details regarding the project timeline and specific plans for the rebuild are expected to be shared once confirmed.

Community and Political Reaction

The situation has drawn criticism and raised questions about the oversight and management of the original construction contract. Devon County Councillor Alan Connett expressed bewilderment at the prospect of demolishing a brand-new, unused school building. “How on earth a brand new, never used, school is being demolished begs many questions about the management and oversight of that contract, in my view,” Connett remarked. He did, however, welcome the announcement of a clear plan for the future and praised the quality of the temporary educational facilities and the standard of teaching.

Matford Brook Academy is situated within a large housing development on former farmland between Exminster and Alphington. The construction of the school, intended to serve the growing local population, began in 2021. The initial cohort of students had to be temporarily accommodated at St Luke’s School, located several miles away, while the issues with the main building unfolded.

The Path Forward

The decision to demolish and rebuild represents a significant financial undertaking and a considerable delay for the community. However, it also signifies a definitive step towards ensuring that students and staff will eventually have access to a safe, functional, and modern learning environment. The DfE’s commitment to transparency and continued communication with the school and parents will be crucial as the project moves into its next phase. The focus remains on delivering a completed school building that meets the needs of its students and the wider community, despite the unprecedented challenges encountered during its initial construction.
