A serial rapist who committed brutal attacks against four women in East London, stating his intention to “teach them a lesson,” may soon be eligible for release. The Parole Board is set to decide his fate in a hearing that will be conducted privately, a decision that has drawn controversy.

Parole Hearing to Be Held In Camera

The upcoming parole hearing for the convicted serial rapist, identified as Islam, will take place behind closed doors. This decision follows an application by the prisoner’s legal team, who argued that a public hearing would cause him significant anxiety and potentially hinder his ability to participate effectively. Despite one victim’s request for the proceedings to be open to the public, the Parole Board has acceded to the arguments presented by Islam’s solicitor.

Islam’s legal representative stated that since learning of the public hearing application, the prisoner has reported a marked increase in anxiety, including disturbed sleep patterns. While no medical documentation was immediately available due to the short timeframe, the solicitor noted that this anxiety could have a destabilizing effect. The potential impact on the prisoner’s capacity to present his case and provide his best evidence was cited as a relevant factor for the Board’s consideration.

Judge Jeremy Roberts, who ruled against public proceedings, acknowledged Islam’s reported anxiety. The judge also considered the potential impact on other victims whose perspectives on a public hearing were not known. This ruling means the details of the parole review will not be publicly disclosed.

Details of the Original Crimes

Islam’s series of sex attacks began in 2010 when he was 21 years old. He targeted women who were out alone at night, telling one victim he would “teach her a lesson” for her presence outside after dark. He then drove her to a secluded location and raped her.

In a victim impact statement, the survivor described the enduring trauma of her ordeal, recounting vivid flashbacks that force her to relive the assault repeatedly. She expressed that while some believe time heals, her experience has led to an acceptance that the trauma is a permanent part of her life.

During the sentencing, Judge Patricia Lees characterized Islam’s “teach her a lesson” remark as a “chilling indictment” of his attitude towards his victims. The judge observed that Islam appeared to view women out at night as undeserving of respect or protection, emphasizing the incalculable harm inflicted upon them.

The Extent of the Attacks

Detectives pieced together the timeline of Islam’s crimes through various investigative means. His vehicle’s registration plate linked him to an earlier attack in July 2010, where he beat and double-raped a 20-year-old sex worker. Later that same month, he kidnapped, strangled, and sexually assaulted a 28-year-old woman in Forest Gate.

The investigation culminated in a raid on Islam’s residence in Barking. Forensic analysis of blood found in his car confirmed its connection to a fourth victim, a 31-year-old woman. She had been subjected to a severe beating and rape while tied up.

Sentencing and Parole Eligibility

At the time of his sentencing, Islam was informed he would serve a minimum term of 11 years. This sentence, accounting for time already served, expired in 2021. His current parole hearing signifies the formal review process to determine if he poses an ongoing risk to the public and whether he should be released.

The Parole Board has been contacted for comment regarding the specifics of the hearing and the considerations involved in their decision-making process. The outcome of this private hearing will determine whether Islam is released back into the community after serving the minimum term of his sentence.
