Victorian Teachers Accept New Deal, Averting Third Strike

A significant industrial dispute involving Victorian public school teachers has concluded with educators voting to accept a revised pay and conditions offer from the state government, thereby cancelling a planned third statewide strike. The Australian Education Union (AEU) announced on Monday that its members had endorsed the government’s proposal, which includes substantial pay increases over a four-year period.

Teachers Ratify Government Offer, Ending Strike Threat

The agreement, overwhelmingly supported by 79 percent of union members in an initial vote, promises a pay rise ranging from 28.3 percent to 32.4 percent for teachers and education staff over four years. This outcome brings a year-long negotiation process to a close and prevents a third statewide strike that had been scheduled for Wednesday. The union’s Victorian branch president, Justin Mullaly, expressed his satisfaction, crediting the members’ collective action for influencing the government’s final offer.

“Well done to every AEU member for the pressure you put on the government,” Mullaly stated via social media on Monday. The ratified offer will now undergo a formal vote by all affected employees, as mandated by the Fair Work Act.

Background of the Dispute: Pay and Working Conditions

The protracted dispute between the union and the Victorian Labor government had been ongoing for over a year. The AEU had initially sought a 35 percent pay increase over four years, arguing that Victorian graduate teachers were among the lowest paid nationally. Furthermore, experienced teachers in Victoria were reportedly earning approximately $12,000 less annually compared to their counterparts in New South Wales. Beyond remuneration, the union also highlighted concerns regarding deteriorating working conditions. Members cited unmanageable workloads, the prevalence of unpaid work, and a significant imbalance between professional and personal life as critical issues requiring attention.

Key Elements of the Sweetened Offer

The offer that ultimately secured union endorsement was presented by Education Minister Gabrielle Williams approximately one week prior to the vote. It includes several key improvements beyond the base salary increase:

  • A one-off bonus payment of $2,000 for all staff.
  • An annual lump sum payment equivalent to one percent of salary for employees at the highest pay scale.
  • A cap on the number of face-to-face teaching hours, aimed at alleviating workload pressures.
  • The continuation of a reduced annual meeting commitment, set at 40 hours, down from a previous 80 hours.

History of Industrial Action

The industrial tensions had previously led to two significant strikes. In March, an estimated 35,000 teachers and education staff participated in a 24-hour walkout, marking the first such action in 13 years and resulting in a large march through Melbourne’s city center. A second strike followed in July, drawing an estimated 20,000 participants to a similar demonstration.

Shift in Negotiations Under New Minister

The latest offer represents the first proposal put forward by the union since Gabrielle Williams assumed the role of Education Minister. Her predecessor, Ben Carroll, who is now the Premier, had presented an offer in July that narrowly failed to gain union approval, with 51 percent of members voting to reject it. The subsequent negotiations under Minister Williams appear to have yielded a package that better addresses the union’s core concerns, leading to the current resolution.

The acceptance of this sweetened deal marks a significant turning point, averting further disruption to public education in Victoria.
