US Faces Human Rights Emergency Before 2026 World Cup Hosting

Immigration Enforcement Poses Risks to Fans and Players

The United States confronts a human rights emergency ahead of the 2026 FIFA World Cup, where Immigration and Customs Enforcement (ICE) presents a chilling threat to fans and players alike. Discriminatory immigration policies, mass detentions, and arbitrary arrests by masked, armed agents from ICE and U.S. Customs and Border Protection (CBP) heighten vulnerabilities for immigrant communities traveling to or gathering for matches.

Fans face significant barriers to entry, with supporters from Côte d’Ivoire, Haiti, Iran, and Senegal requiring valid visas before January 1, 2026, due to travel restrictions. Additional concerns include intrusive surveillance measures, such as mandatory disclosure of social media accounts for screening against ‘anti-Americanism.’ Only four of the 16 host cities have released human rights plans, none addressing protection from immigration enforcement. Cities like Dallas, Houston, and Miami maintain agreements enabling local law enforcement to collaborate with ICE.

“Despite the astounding numbers of arrests and deportations, neither FIFA nor U.S. authorities have provided guarantees that fans and local communities will be safe from ethnic and racial profiling, indiscriminate raids, or unlawful detention and deportation,” stated Steve Cockburn, Head of Economic and Social Justice.

U.S. deportations exceeded 500,000 in 2025—over six times the expected attendance at the World Cup final in MetLife Stadium. This surge stems from eroded due process safeguards, tearing communities apart and fostering widespread fear that could impact World Cup celebrations.

Protest Restrictions Across Host Nations

Severe limits on freedom of expression and peaceful assembly in the U.S., Mexico, and Canada jeopardize FIFA’s promise of a safe, welcoming, and inclusive tournament. In the U.S., federal agents have targeted foreign-born students protesting actions in Gaza and killed U.S. citizens monitoring aggressive immigration enforcement.

Mexico’s Security Mobilization Raises Alarms

Mexico deploys 100,000 security personnel, including military units, amid high violence levels. This militarized approach endangers protesters, such as women activists planning a demonstration at Estadio Azteca’s opening match to demand justice for disappeared loved ones. Residents in host cities protest disruptions to water supplies, land access, rising costs, and gentrification from infrastructure projects.

Canada’s Homeless Face Displacement

Canada grapples with echoes of the 2010 Vancouver Winter Olympics, where homelessness led to displacements. A growing housing crisis exacerbates fears, highlighted by Toronto’s closure of a winter warming center on March 15 for FIFA preparations.

Global unrest, including the Gulf and Israel-Palestine conflicts, positions the World Cup as a protest focal point. Authorities in all three countries have restricted demonstrations, with Canadian police unduly dispersing Gaza-related gatherings.

Urgent measures are essential to ensure everyone feels safe, included, and free to exercise their rights during the tournament.
