Alberta Premier Pushes Ottawa to Ease Nicotine Pouch Restrictions

Alberta Premier Danielle Smith urges the federal government to loosen restrictions on nicotine pouches, viewing current rules as obstacles for smokers seeking to quit while potentially boosting youth access through illicit channels.

Current Federal Regulations

Nicotine pouches—small, tobacco-free packets placed between the lip and gum—face strict federal limits. Authorities require sales only behind pharmacy counters, with just one brand, Zonnic, approved for distribution.

Alberta’s Call for Change

In a letter to Prime Minister Mark Carney, Premier Smith and Service Alberta Minister Dale Nally highlight regulatory inconsistencies that may cause greater harm. “When a regulated alternative is more difficult to access than cigarettes, it sends the wrong signal and complicates efforts by adults working to lessen their dependence,” the letter states.

Regular retail outlets already offer age-restricted nicotine products, and Alberta argues they should stock pouches too. During a health event in Lethbridge, Smith described the setup as a “weird situation” where cigarettes and cessation aids occupy separate spaces.

“We just think it’s good health policy to make smoking cessation products more available as opposed to less available,” she told reporters. Alberta points to past successes in influencing federal decisions and aims for agreement on this issue.

Black Market Concerns

Federal policies introduced in 2024 align with a surge in unregulated pouches on the black market, available online without age checks. This development likely heightens youth exposure, countering the regulations’ intent.

Federal Impact Assessment Insights

A federal review expressed worries that pouches and similar aids attract new nicotine users, particularly youth, through marketing resembling tobacco and vaping products. Popularity from the U.S., including the Zyn brand, has crossed borders, with Canadian youth learning about them via friends, social media influencers, and athletes promoting them as focus aids.

The assessment stresses balancing adult access for quitting with measures to curb youth appeal and availability. Officials from Federal Health Minister Marjorie Michel’s office have not yet responded to Alberta’s letter.
