Remote Work Boosts Civil Servant Productivity, Says Angela Rayner

Housing Secretary Angela Rayner has asserted that civil servants can achieve higher productivity levels when working remotely, contrasting this view with previous government mandates for office attendance. Her comments come as new figures reveal thousands of public sector employees are not required to work from a physical office.

Remote Work and Civil Servant Productivity

Rayner stated that judging an employee’s output based solely on their physical presence in an office is outdated. “I’m not a Jacob Rees-Mogg, that I have to see someone in the office to know that they’re working,” she remarked during an interview on BBC Radio 4’s Today programme. She emphasized that many individuals, including herself in previous roles, have worked effectively outside a traditional office setting for extended periods. “I wasn’t office-based for many years, actually, in the job that I do, and I think people work extremely hard,” Rayner added. “I don’t think this is a productivity problem because individuals are in or outside the office.”

Government Departments and Remote Work Figures

Data obtained through Freedom of Information requests indicates a significant number of civil servants are working remotely on a permanent basis. Across eight government departments that responded, a total of 3,884 officials are designated as permanent remote workers. The Department for Work and Pensions accounts for the largest share with 2,413 staff, followed by the Department for Environment, Food and Rural Affairs with 688, and the Department for Education with 492. Notably, within the Ministry of Housing, Communities and Local Government, which Rayner now leads, 71 staff members were not recorded as having visited their offices for over a year.

Shifting Approaches to Office Attendance

This stance represents a departure from the approach taken by the previous Conservative government. Under former Cabinet minister Jacob Rees-Mogg, there was a concerted effort to encourage civil servants back to their Whitehall offices following the COVID-19 pandemic. However, since the Labour party’s victory in the 2024 general election, ministers are reportedly adopting a more flexible policy regarding office attendance across government departments.

Factors Affecting Public Sector Productivity

When questioned about the broader issue of public sector productivity, Rayner suggested that external economic pressures, rather than office attendance policies, are the primary challenge. She pointed to the cost of living crisis as a significant factor impacting overall output. “I think the challenge that we face actually is the cost of things have gone up and wages haven’t gone up at the same rate as the cost of living of essential items,” she explained. “Which is why the Prime Minister has been clear that we need to tackle the cost of living crisis.”

Evidence Supporting Remote Work Productivity

Rayner further defended the potential benefits of remote work, citing studies that suggest productivity can increase when employees have the flexibility to work from home. “Actually, when there’s been studies done… (when) people that work from home where they can, productivity can go up,” she stated. She elaborated that research indicates departments implementing home working policies have sometimes seen a reduction in sickness levels alongside an increase in productivity. “So I dispute that the productivity issue in our country is because somebody works from an office or somebody works from home. I don’t think that is the case,” Rayner concluded.
